Registration of a Cosmetic Product in UAE-Dubai

Definition of Registration:

The safety of the consumer is a very important aspect of the cosmetic registration. This procedure enables the CPSS body (Consumer Products Safety Section) to collect enough information to determine the safety of a cosmetic product.

We should specify here that no cosmetic product should be made, imported, exported, promoted, or distributed in Dubai UAE if it’s not registered in compliance with the regulations.

The Registration Regulation measures:

The government of Dubai regulates the production, sale, and import of cosmetic products by demanding that all cosmetic products are registered before they are launched in the Dubai market. Any persons or entities performing any activities linked with cosmetic production in Dubai should also obtain the Dubai government license.

The validity period of product registration

The period of validity is 5 years following the registration of the product. After this period, an extension may be requested and evaluated.

Essential steps for product registration in Dubai

1. Launch a company. You must first obtain a trade license to sell your products in U.A.E. This is due to the fact that only a company located in the UAE can register the product with Dubai Municipality.  Also keep in mind that the business will operate in the cosmetic field or in general trade.
2. Registration of the Company with Dubai Municipality. After creating your company, the next step would be to register it with the Dubai Municipality. You can do this in two ways: the first is by submitting all your main business docs to us to do it for you or go directly in one of Dubai Municipality trade offices.
3. Apply for label evaluation. The next step would be to apply for an evaluation of your product label/s in terms of category. You must give a sample of the product to CPSS together with the design slip of the product and applicant info. After the process of evaluation by CPSS, the same will issue a  CPSS evaluation report for the product’s safety. This will feature the company’s description along with possible adjustments to be done on the label if required.
4. Product label. The label must comply to typical information and include all persons/entities involved in making and distributing the product e.g manufacturer, supplies, wholesalers, distributors, and retailers.

Ingredients must be listed so that the consumer can acknowledge the danger of possible allergic or safety reactions and to compare the consistency of the products.

Required elements for cosmetic registration:

1. Product’s name
2. Product’s brand
3. Product ingredients
4. Manufacturer details
5. Country of produce/origin
6. Size and weight of the product
7. Medical claims e.g cures alopecia are prohibited
8. Date of produce, PAO, and expiry dates
9. Storage instructions e.g “must be stored in a cool and dry place”Usage instructions
10. Barcode and Batch number of the product
11. Health warnings/precautions
