FDA VCRP Cosmetic Registration is voluntary. The FDA voluntary cosmetic registration program is a reporting system for use by cosmetic manufacturers, packers, and distributors that are in distribution in the United States.

 

There are two types of FDA cosmetic registration; (1) registration of the cosmetic facility; and (2) listing of cosmetic ingredients.

 

 

Register Cosmetic Facility with FDA

 

Cosmetic manufacturing and/or packaging establishments only can register their establishments by submitting separate Form FDA 2511 for each facility location. Cosmetic establishments are facilities where cosmetics are manufactured and/or packaged, not locations that house only business operations. And distributors also can not register their facilities.

 

You can register your cosmetic products before or after putting a product into the U.S. market. Once the FDA cosmetic registration is complete, You will receive a registration number to the registered location.

 

 

Register Cosmetic Ingredient with FDA

 

To register your cosmetic ingredient with FDA, you will need to submit form FDA 2512 (CPIS-Cosmetic Product Ingredient Statement) for each cosmetic ingredient. FDA will then issue a Cosmetic Product Ingredient Statement Number for each formulation filed. You can also use this form to amend a formulation or to let FDA know you’re discontinuing a formulation.

The FDA VCRP offers a fee-free registration. It provides cosmetic manufacturers an opportunity to engage the FDA early to ensure there are no delays in imports or in sales due to formulation or labeling.

 

By registering FDA for cosmetics, you can provide FDA with the best information about current ingredients being used in cosmetic products, the frequency of their use, the types of cosmetic products on the market, and the companies who are manufacturing and distributing their products.

 

The information has been used by the Cosmetic Ingredient Review (CIR) to assist the CIR Expert Panel in assessing ingredient safety and determining priorities for an ingredient safety review. By participating in the VCRP, you are supporting these safety review processes.
