If you consider exporting your cosmetic products in the United States, you might have heard of FDA’s Voluntary Cosmetic Registration Program (in short, VCRP). What is VCRP? Should a cosmetic manufacturer register with the VCRP? What’s the benefit of VCRP registration? Cosmereg will answer most of the common questions below.

What is FDA VCRP?

FDA VCRP stands for Voluntary Cosmetic Registration Program which is a reporting system for use by cosmetic manufacturers, packers, and distributors that are in distribution in the U.S.

Why should a cosmetic manufacturer register with the VCRP?

VCRP is not a mandatory provision, However by voluntarily participating VCRP, manufacturers provide FDA with the best information available about cosmetic products and ingredients, and FDA uses the information to evaluate cosmetic products on the market.

FDA VCRP provides an opportunity for cosmetic manufacturers to engage the FDA early to ensure there are no delays in imports or in sales due to formulation or labeling.

Does VCRP apply to all products selling in the U.S?

VCRP applies only to cosmetic products being sold to consumers in the U.S. which means, it does not apply to cosmetic products for professional use only or the products that are for not a sale. (products used in beauty salons, spas, or skin care clinics, hotel samples, or homemade cosmetic products to give to your friends)

And, it also does not apply to drug products like sunscreens, skin bleaching (whitening) treatments, or acne creams. Drug products are subject to different regulations and requirements.
