MoCRA: The US FDA released the first guideline for Cosmetic product listing and establishment registration

It is recent news that the US Food and Drug Administration (FDA) released a draft Guidance on the new cosmetic MoCRA regulations. The MoCRA cosmetic guidelines give information to the cosmetic industry on how to list cosmetic products and register cosmetic establishments.

In the MoCRA cosmetic guidelines is mentioned that by December 29, 2023, cosmetic products sold in the United States are required to be listed in the new MoCRA FDA  portal.  In addition, all cosmetic manufacturers who distribute cosmetic products in the US market are required to register their establishment to the FDA’s new portal. Take into account that the date of this new rule by MoCRA is getting closer, all manufacturers and cosmetic brand owners should be prepared for it. All the listing and establishment registration will be done through a new portal which will be available starting from October 2023. There will be two methods to submit cosmetic product listing: electronic (Structured product labeling) like for OTC products and, paper submission. FDA encourages filing the listing electronically.

Due to the large number of products to be listed, we recommend all cosmetic companies collect product information as of now to be prepared once the new portal will be operational. Note that all notifications made from the former VCRP portal are not possible to be moved to the new portal, all must be done from scratch.
